Step-by-Step Instructions
  1. In a large skillet over medium heat, add the ground beef and minced garlic. Cook while stirring for about 5-7 minutes, until the beef is browned and fully cooked, breaking it apart with a spatula. Stir in soy sauce and chili flakes and simmer for another 2-3 minutes until fragrant.
  2. Bring a shallow dish of warm water to your workstation. Dip a rice paper wrapper into the warm water for about 10-15 seconds, or until it becomes soft and pliable. Remove and lay flat on a clean, damp kitchen towel.
  3. On the center of the softened rice paper, place a fresh Thai basil leaf followed by a spoonful of the seasoned beef filling and any vegetables. Fold the sides over the filling and roll it up tightly, tucking in the edges.
