  3. Mix the Ingredients: Add flour, optional sugar, salt, and pepper to the mashed potatoes and stir until a soft mixture forms.
  4. Portion the Mixture: Use an ice cream scooper to portion the potato mixture and shape into discs about ½ inch thick.
  5. Add the Cheese Filling: Place about 1 teaspoon of mozzarella cheese in the center of each disc and fold to enclose.
  6. Fry the Pancakes: Heat oil in a skillet over medium heat, cook pancakes until golden brown on each side, about 5 minutes each.
