- Preheat your oven to 350°F (175°C). Prepare your baking sheet with a Silpat mat or parchment paper.
- In a large mixing bowl, combine the Devil's Food cake mix, water, vegetable oil, eggs, and chocolate fudge instant pudding. Beat on medium speed for about 2 minutes until smooth.
- Using a cookie scoop, drop rounded tablespoons of batter onto the baking sheet, spacing about 2 inches apart.
- Bake for 7-10 minutes until soft and spongy. Cool on the baking sheet for a few minutes before transferring to a wire rack.
- Let the Whoopie Pies cool completely on the rack before icing.
- Stir orange food coloring gel into the vanilla cake icing until desired color is reached.
- Turn half the cakes flat-side up. Pipe or spread a generous amount of orange icing on each, then place another cake on top, flat-side down.
- Decorate with edible black glitter or black sprinkles, and add black licorice pieces and candy eyes for a spooky effect.
