Step-by-Step Instructions
  1. In a pot, combine the chicken, garlic, ginger, scallion whites, and salt and pepper. Pour in the water. Bring to a boil.
  2. Reduce the heat and let it simmer uncovered for 15 minutes until the chicken is tender.
  3. Mix together the vinegar, soy sauce, and sesame oil in a bowl. Add crispy chili oil to taste.
  4. Shred the chicken and return it to the pot. Add the noodles and carrots, cooking until the noodles are tender.
  5. Stir everything well and let it heat through for about 1 minute.
  6. Serve in bowls with reserved scallion greens and drizzled with the sauce.
