Step-by-Step Instructions
  1. Preheat your oven to 425°F (220°C) and grease a 9x13-inch baking dish.
  2. Combine uncooked penne pasta, marinara sauce, and either water or beef broth in the greased baking dish. Add frozen meatballs, Italian seasoning, and optional garlic and onion powders, then stir.
  3. Cover the baking dish tightly with aluminum foil and bake for 35–40 minutes.
  4. Remove the foil and sprinkle shredded mozzarella cheese and grated Parmesan over the top. Bake uncovered for an additional 10–15 minutes.
