- Preheat your oven to 425°F (220°C) and grease a 9x13-inch baking dish.
- Combine uncooked penne pasta, marinara sauce, and either water or beef broth in the greased baking dish. Add frozen meatballs, Italian seasoning, and optional garlic and onion powders, then stir.
- Cover the baking dish tightly with aluminum foil and bake for 35–40 minutes.
- Remove the foil and sprinkle shredded mozzarella cheese and grated Parmesan over the top. Bake uncovered for an additional 10–15 minutes.
- Let the casserole rest for 5–10 minutes before serving.
